Bookings - When a appointment is Created

Hello:

 

I have created two services in Microsoft Bookings. One of them allows to book two different users at same time.

I have also created three flows based on Bookings: When a appointment is Created - When an appointment is Updated -

When an appointment is Cancelled.
When first user books one time, "When a appointment is Created" flow is fired. When second user books same time on same service "When a appointment is Created" flow is NOT fired.
 
Anyone knows how to get it works for every service?
