Is it possible to develop custom flow or api for my business and publish it private for organisation ?
As far as I'm aware that is not possible yet. I can't share any of my flows within the organisation either. Also, after creating a flow and you publish it, it doesn't become directly available to others. I guess this will be a future update.
You can create and share Custom APIs. You'd need to use the Custom APIs feature from PowerApps ( we will be lighting up this in Flow in the next few weeks)

Sharing and collaboration on flows is on our roadmap for summer releases.
