Sharing a canvas app with Over 200 people at once

Hello, I am a University graduate working on a project to build an app for University staff to use, however I want to share it with them at once but I can not do that as there is no Microsoft 365 group that has those staff, and I do not have access to create one. Is there another way to share the app with multiple users at once.
