Approving open shift requests never completes

Hi Power Automate community,

I'm a new to Power Automate and Shifts for Microsoft Team. I have created open shift with 10 slots to my test team. I would like to auto approve all open shift requests. I could not find trigger for new open shift request, so I decided to build scheduled flow. Screenshot of the flow below:

While testing the flow, I figured out following:

  1. Flow completes successfully if there are no open requests to approve
  2. If there are open requests to approve, flow successfully approves all of them but never completes

In scenario 2, the flow timeouts after 5 minutes and gives an error "Forbidden: This shift request is not state that it could be appproved" (My translation from Finnish message). But if I check output of the "List all Open Shift requests" step, there are only items in "pending" state. And those gets approved successfully before flow is terminated.

Am I missing something, or facing a bug? Why the flow does not complete?
