Icehockey tickets

Hi everyone. I have a problem. We have a form where we send out that you can win ice hockey tickets. We get between 70 -100 responses. Today we save it to Excel and then we select the first 10.
Then we check another Excel so that the person has not received more than two tickets, because that is the maximum in a season.
We compare email addresses. So we get data in the form of "Name", "Mail", "Seat or Standing" and "Match". The form is valid for 30 minutes.
So the question is how can we make it so that if 70 responses come in, save these to a list or Excel, sum up 10 standing seats and 10 seats, check against all previous matches so that the person has not already received 2 tickets?
And send an email with the email addresses that are valid for each seat and standing seat?
