New Environments can be created in Power Apps. How you manage them as far as content is up to you.

Could you please share a bit more about your scenario?
Do you want to create one Production Environment for multiple tenants (Multiple tenants have access to single one Environment)?
If you want to create one Production Environment for multiple tenants, I afraid that there is no way to achieve your needs in PowerApps currently.
Currently, within PowerApps, Each environment is created under an Azure AD tenant, and its resources can only be accessed by users within that tenant. The Environment resources under one tenant is isolated with these Environments within another tenant.

Just to follow up with one more question. Can I set up multiple different production environments for different companies using one app that I've built that I export and import solutions across environments? Once in its respective environment I can tweak it to that certain companies needs etc.?
Do you want to build up multiple Environments for different Companies using one canvas app?
If you want to build up multiple Environments for different Companies using one canvas app, i afraid that there is no way to achieve your needs in PowerApps currently. There is no function or solution within a canvas app to build up Environment in PowerApps.
If you just want to move Environment resources (e.g. canvas app, flow, connection, Entity, ....) across different Environments (related to different tenant), I think the Solution functionality could achieve your needs.

Exactly but instead of a canvas app we're using a model driven app embedded in a portal. I'm noticing though that you cannot add a portal into a solution, is that the case or am I missing something?

Yeah, you are right. Adding a Portal into a Solution is not supported in PowerApps currently, if you want to move a Portal from one Environment to another one using Solution, I afraid that there is no way to achieve your needs.
As an alternative solution, I think the Configuration Migration tool and a portal-specific configuration schema file could achieve your needs. Please check and see if the following article would help in your scenario:
