AIModelActionBadRequest when having prompt action in topic

I created a custom agent with a topic using dataverse as knowledge source, and use advanced prompt to generate answers from searching knowledge. The bot is published into Teams+Microsoft 365.

When I tested the bot no matter in the test panel or in my own teams chat, everything works and the prompt sections work well to get the final answer.

Then I shared the bot with my colleagues and all of them met AIModelActionBadRequest error as long as the topic is triggered and the prompt section is triggered.

I went through the whole service and did not see anywhere to go deeper into the prompt section to see what kind of AIModelActionBadRequest it has, the only information I have is that error code.

Has anyone else encounter this situation has well?
