Can't create or update OneDrive for Business connections on company service account.

I can't create new connections or update broken OneDrive for Business connections on my company's service account. I have attached screenshots for the error message I receive when trying to create a new connection within the connections screen as well as within the flow itself where I receive a different error message. Since I believe this may be a licensing issue, I have attached a screenshot of the licenses and capabilities that the service account possesses in case this proves true. It appears to have a license to the Power Platform including using premium connectors but not RPA, so maybe this is the problem. Any input on why this is happening and what I can do to resolve the problem would be greatly appreciated.
