There's a lot of confusion with this and I want to clear it up. You cannot use a Forms for Excel you created in SharePoint for any of your flows. Power Automate just doesn't recognize those Forms.
You essentially have to create a Forms for Excel within an individual account and then create a series of flows that copies the responses from individual account into an excel spreadsheet in SharePoint.
Its super annoying Microsoft hasn't fixed this.

I also show you where the files uploaded from a Personal Form vs a Group Form are saved.
Personal (aka OneDrive) Forms and Group Forms. In MS Forms, when you click on New Form—this will create a Personal Form.
When you select a Group from the list of groups at the bottom of the screen,
then select New Group Form, you will be creating a group form.
In the Responses tab of either form type, you can select to Sync all responses to a new workbook. If you've created a Personal Form, this workbook is available in your OneDrive. If you've created a Group form, this workbook is available on your SharePoint site.

Yes that is what I'm referring to. You are correct in that I am able to find the excel spreadsheet in SharePoint however the form that is tied to that excel spreadsheet will not show up for me to use with any flows.
For example, if I want to build a workflow where the trigger is "When a new response is submitted", the form that is tied to that excel spreadsheet in SharePoint is not available at all. Only forms created/owned by the individual account is available for me to use.

What do you mean by "Forms for Excel"? If you are referring to creating an excel in library using the default SharePoint functionality as below, I can connect to the table in this forms for excel file without any problem:
