I am having bit of confusion with Power Automate Licensing and API Request Limits. Per Licensing Guide We can have Per Flow or Per User License, which i can understand. But when it comes to API Request Limit it doesn't make any sense

As per guideline Licensed User - 40,000 and Non Licensed User (e.g. Application User)- 25,000 tenant level API Limit.
When we create Flow creator becomes Owner and we can have connection references which can be Service Prinicpal or Licensed User and as per documentation Flow always runs in the context Of Owner it means API request is calculated for Owner.
I am confused for below
1. Havent seen if Service Principal can be Owner
2. If Owner is Free License User and Connection Reference (e.g. Service Account) is Power Automate Per User License, How API request will be calculated, will it be Owner or Service Account
I am confused with Connection References and Owner of Power Automate Licensing and .
