This may be due to different reasons. Probably network issue / licensing issue/browser issue. I suggest you to create a Microsoft Support ticket for this issue by providing your Session id.
Here are the steps to create a Microsoft support ticket.
1. https://admin.powerplatform.microsoft.com/
2. Under Help + Support
3. New Support request > Select Power Apps or the relevant product
4. Provide a proper description along with your session id.
Then Microsoft will handle this issue for you.
