How come the "Office 365 Outlook" actions is a "premium" feature in Power Automate Desktop but it is "free" in Power Automate cloud?

Because you need a Premium license for Power Automate Desktop to be able to connect to Power Automate cloud. And Office 365 Outlook actions use a connection reference that must be created in the cloud portal. You cannot connect to Office 365 Outlook using modern authentication with PAD alone. You need to be able to use PAD in combination with Power Automate cloud. And, as such, it is a premium feature.
