SharePoint List Permissions

I have a SharePoint site with specific permissions. I also have a SharePoint list within that site. This SharePoint list is the data source for one of my apps in PowerApps. I have shared editing permissions for the SharePoint list and the app, but the user still cannot access the data from the list.

 

I figured this has something to do with the site permissions, but I'm not exactly sure how. I do not want to share site permissions, I only want to share the list. The list is shared and the user explicitly has access to the list, but PowerApps still states that the user does not have permission.

    The user has to have access to the site to get the data in PowerApps.

     

    What I typically do is make a subsite within my site and just give users access to that subsite and I put the list they can edit there. The upper level site has backups and other stuff I don't want them getting to.
