Unable to log in to service account

I have just had a service account created, and have shared all my flows to it as co-owner.  

 

My next steps are to log in under the service account to create the applicable connectors to replace the connections to my account.

 

When log out of PA and go to log back in I choose 'Use different account', and input the service acct username.  Then the system logs in to my organization and auths me back to PA but as my own acct vs the service acct.

 

What am I missing to be able to log in under the service acct?

    Was your service account provisioned with licensing to run Power Automate?

    to my understanding, yes.  That was the entire purpose it was created.  I have shared all my flows to it, I have had IT look at it as well and they don't have an answer as to why I cannot log in under it.
