do individuals being assigned flows need a license for flow

I am using flow to create recurring tasks for my team in planner. I am wondering if everyone on the team who will be assigned tasks also needs a license for flow, or if I am the only one who needs it as I would be the only one creating flows and just assigning the tasks to others.

For the flow part, they needn't the flow license.

However, since you would create the task in planner, they need to have the planner license.

If your team members are using Planner, then I assume that they already have some type of Business Office 365 license. As a result, they already have a license to use Flow/Power Automate with Planner - it comes with all Business Office 365 licenses of which I am aware.
