Every Flow Actions is counting as a API request?
How can the user see, how many API requests he is using?
As an Admin - how can I monitor this? What happens, If a user is reaching this limit?

That is correct, Every action, CDS CURD operation is an API request.
Microsoft is working on bringing the API dashboard so the admin can see how many APIs are consumed. Please see the available information so far.

Integrations won't be stopped for occasional and reasonable overages at this point in time. Admins will be notified about overages and will be able to add Power Apps and Power Automate request capacity to be compliant.
