Greetings!
If I add premium content (e.g., HTTP action) inside a flow and that premium content doesn't require connection, does the owner of the flow need premium license to use that premium content or how that works?

Secondly, if premium content added inside the flow requires connection (e.g., Microsoft Dataverse - preform an unbound action) who needs premium license in that case, owner of the flow or owner of the connection added to that action?
Thirdly, if users that don't have premium power apps/power automate license also use this flow (by triggering it through the app), but have let's say E3 license, will they be able to trigger the flow or not?
