Flow Generated Teams Meetings Not Being Scheduled For Correct Time

Hello Again Power Automate Community,
 
I presently have a flow that creates a Teams meeting based on information passed to it from an MS Forms submission. The MS Forms capturing the time for the appointment is capturing the hour value in one question and the minutes value in the second question (due to MS Forms not having a field for time). Regardless, we made it work by plugging in the values. I can see the values being passed as well (which are correct). 
 
My question is why is it scheduling the meeting 4-5 hours earlier than the desired time? I've specified that as my timezone (Eastern Standard Time) and tried specifying UTC as the timezone with no real noticeable change.
 
Any suggestions?

    did you try to set the meeting date/time values in UTC while your  timezone is Eastern Standard Time ?

    We've tried UTC as well as EST. It oddly enough appears to have no real impact on where it appears on the calendar.
     
    What I have done is performed the offset manually (since this will only be used in one timezone). 
     
    We used this to function to take the time that was requested and then incremented it by five hours.
     
    addToTime(outputs('Date-Time_of_Appointment'),300,'Minute','yyyy-MM-ddTHH:mm:ssZ')
