Hi,
I would like to understand if I can create a flow and send email (to gmail/hotmail etc.) using the same with my "Power Automate for Office 365" license? I have purchased "Microsoft Office Business Basic" plan.

Yes you can send an email using the Power Automate for Office 365 license. The best way to do that is to use the Office Outlook connector. Just make sure you click on the double headed arrow that appears above and to the right of the To field when you send the email to switch it away from an internal people picker. Otherwise it won't accept external addresses like gmail.

Just to validate, we can trigger this flow from http url and pass the parameters as subject and mail body without requiring any additional licenses (like premium license or something) .. right?

Unfortunately, no. You can create a flow with a manual Power Apps trigger that will pass the parameters and send an email. But the http trigger, when an http request is received, you want to use is premium.
