Creating 2000 shared links with a flow

Dear Community,
We are facing difficulty figuring out the flow or other way to automatically generate 2000 shared links for 2000 image files and save the links into Excel file (for files yet to be uploaded to OneDrive or for already uploaded to OneDrive, doesn't matter). Links have to be of View or Embed type. We have Onedrive Personal account. Firstly we attempted to generate Direct (type - Direct) links, by uploading all 2000 files at once, flow started and finished without problems, in reasonable time. Later we found that such links expire quickly. Unfortunately same flow, but for different link type, doesn't work nearly as quick and ultimately doesn't finish (trigger When a file is created or Manual trigger for all files in a specific folder). Attempts to run the flow stop early with errors, mostly with "429 Rate limit exceeded", when it is triggered by file creation. Runs of the flow for files in specific folder seem to run so long, that you don't know if it will ever finish, so we just canceled these runs.  All attempts to change up the flow or settings in it's steps seem to make no perceptible difference. Maybe it just can't be done with an account we have?

If anyone can provide some guidance, share personal experience, add something to create more clarity, please do so.
