New row IDs and references to them

Im hoping someone has a good way to handle this.. Im using power automate to bring in "templates". The templates are used to perform actions and the actions have to be done in a particular order. So I use the template and the ID that triggered the new template to bring in subsequent templates as the projects move forward. So if the triggering ID is ID #123 it will add 123 to the templates IDs.. This works most of the time. The times that it fails are when multiple templates are being added at the same time which cause actions to start / not start when they are supposed to. I would love an easy and reliable way to resolve this but also open to suggestions if needed to rip everything up and make this whole template concept easier and more stream lined.. Thoughts?
