Hello,
I was just wondering Is there any way to use http rest service without premium license? or it's strictly a limitation for the Standard license such as "Power Apps for O365"?

In the Power Platform, the HTTP connectors are premium: https://docs.microsoft.com/en-us/learn/modules/http-connectors/
An exception is the "Send an HTTP request to SharePoint" action included in the SharePoint connector: https://docs.microsoft.com/en-us/connectors/sharepointonline/#send-an-http-request-to-sharepoint

If your HTTP request is without authentication, you can use “Upload file from URL” action from the “OneDrive for Business” connector.
