There is some way to copy files automatically hosted on the onedrive for bussiness that owns the flow (administrator) to a shared folder of another user.
that users can't sign on flow, we need something like a direct link to access the shared folder.

What do you mean by "that users can't sign on flow"?
In general, users do not need to log in to MS Flow to create a Flow, just use their corresponding account to create a connection.
For example, if you are copying files from OneDrive for Business to a local folder, you will need to use the configuration shown below:
The connection configured by action should use the username and password of the corresponding user.
