Claims object conversion failing

The claims object conversion is possibly failing for some user account in the SharePoint User Information list. I try to create a SharePoint item in a list via Power Automate, and the error that returns (for some unidentified reason) is "Create item failed. The specified user could not be found." when trying to put a Microsoft Form responder's email dynamic variable into a claims field. 

 

We have verified that the users not found are in fact in the User Information List by checking the list itself (https://yoursharepointsite/_catalogs/users/simple.aspx). We have also tried creating a claims object in a compose step and using the output in the claims field and get the same error.

What other ways can I try to diagnose this issue? Is it happening to anyone else since the most recent significant SharePoint list update?
