Power Automate PDF autofill and how to deploy solution to a client

Team, I have the below questions

 

  1. Is there an non-premier action in MS Power Automate that can autofill a PDF file ( Load a PDF file and auto populate fields )
  2. Can we deploy a power automate solution (developed in Azure) to a Client's power automate desktop and Client does not have an Azure account?
