Did you confirm that all Power Automate services are running on your machine?
Additionally, the E3 license does not include Power Automate Desktop. You may have been using it under a trial license that has since expired. Please check if you can obtain an extension in that case.
Also, try creating a new Power Automate Desktop connection from the cloud, and ensure that the runtime machine registration application in Windows is configured correctly.
