Licença - Conector SQL SERVER

Boa tarde, 
 
Vi que o conector para SQL SERVER do power apps necessita de licença premium.
Todos os usuários que utilizarão o app, precisarão dessa licença premium também ou apenas eu como desenvolvedor do app ?
 
Até onde entendi, os usuários que irão utilizar meu app dentro da organização e externamente, precisarão apenas de uma licença padrão do 365.
Estou correto na minha análise ?

    All users (external and internal) connecting to SQL Server through Power Apps will require a Premium Licence.
