I would like to confirm whether we could run the batch file (.bat) using a flow?
Which Flow action I could use? Is there any permission limit.

There are no direct actions through which you can execute scripts/ files in flow. However, if the files are hosted and can be called/ referenced to externally, then those can be executed. For example, powershell modules can be stored in azure automation account as runbooks and can be executed through flow using the azure automation connector in Flow.
