How do I get the email out of the loop, but still reference my HTML/Compose outputs?
Alternatively, is there a way to format my LineTotal as currency and reference that number without the table being in the loop?

In fact none of your actions have to be in the loop, Create HTML table takes an array, the one you gave to apply to each. With this design, it will create you a HTML table for each list item
Your flow should look like this (there is only title in my sample, just to illustrate):

Yes, mine used to look like that, but when I added the output from the FormatNumber, PowerAutomate put my item in the loop itself.
However, I was able to remedy my situation by using the FormatNumber expression, so all is well (for now!)
