"Save a paginated report to OneDrive for work or school or SharePoint Online" require premiumu lisence?

Hi community

I'd like to download pagenated data by usign Export Power BI paginated reports with Power Automate. connector
as is the case with Save a paginated report to OneDrive for work or school or SharePoint Online - Power BI | Microsoft Learn


But, it fails with error message "Report requested for export is not on dedicated capacity" as follows

This means current lisence is not enough for using this connector?
