Approval notifying the wrong person in Teams to respond

Hello all, I appreciate the assistance with this problem.

I have a Flow with an Approval that is triggered by "when a new item is created in a SharePoint list". (The new item is created by a separate PowerApp when an end user hits "Submit" on the app.)

Unfortunately, the end users who submit the PowerApp are getting a Teams notification to approve their own request - even though they are not mentioned in the "Assigned To" field of my Approval step. This is pretty bad behaviour, since only our internal team should be able to respond.

Here is a snapshot of my step configuration:

The 3 internal members who need to respond to the Approval are hard-coded by email in the "Assigned To" field. The end user is only referenced in the "Requestor" field in order to give more information to the approvers.

The problem is that the end users receive the same Teams Approval notification as our internal team, with the response options, although they do not receive an Approval email like our internal team does.

I appreciate any insight on how to stop the Approval from showing up in the end user's Teams! Only the 3 team members should see and respond to the Approval. This suddenly started happening even though we've utilized the flow successfully for close to a year.

Thank you!
