You need to login with a work or school account, not a hotmail account. A hotmail email would be a microsoft account. You need a Microsoft 365 account.
I signed up and received a mail from Microsoft. Your Power Apps per user plan trial is ready to use, but it's still unaccessable. The registration screen is the same.
As I said, you are logged in with your @hotmail address, which is a Microsoft account. The per user plan trial requires a work or school account. Check the email you received from Microsoft. That should explain which account you need to login as.
