Add a button to a DataCard in a form

I have a form that has 2 columns. Since there are a lot of datacards on the form, I get a horizontal scroll bar. 

 

I have added a new DataCard at the bottom of the form; its width is the Parent.Width. This DataCard is unlocked and its DisplayMode is set to Edit. In this DataCard I have added the submit and cancel buttons. 

 

The buttons are clickable if the form in is Edit mode. But when the form is in View mode, the buttons are not clickable. 

 

Can I make a DataCard Editable regardless of what mode the form is in? What is the best way to add buttons at the bottom of a horizontal scrollable form, such that the bottoms would scroll with the form.
