You might try using a standard "Send Email" which does provide a "Send As" option. Alternatively, you could use the Send Email from a Shared Mailbox action. Include a link to the list item in the email. The user can edit the item and edit a choice column, etc.. Not a great option but it might work for you.
If you go this way, you might consider using a link for the edit form to save the user a few mouse clicks.
Please note that to send on behalf of someone else or from a shared mailbox, you must have permission to do so.
