context.WebApi works in mobile (D365 app) offline mode?

just want to check whether the context.WebApi works in mobile (D365 app) offline mode?

We are planning to develop a custom component using Powerapp component framework and embed in Dynamics 365 portal which will be accessed in mobile offline.

    WebApi works in dynamics 365 offline mobile appllication however the PowerApps components framework is not available on portals. Additionally portal itself is not available offiline as such. Not sure I understand the scenario correctly here, can you please elaborate. Tagging @dileeps who leads the portals team.
