Pay as you go after trial expire

Hello everyone,

My Power Automate Plan 2 trial got expired and I want to switch to Pay-as-you-go plan to continue use cloud flow features, since I have an existing Azure Subscription and the flow usage is infrequent. I followed the official document to setup the Billing Policy in the Admin center to enable pay-as-you-go plan for existing environments. But it didn't work... still complaining about Plan 2 expired.

Am I missing something or maybe my understanding of the license model is incorrect?
