II want to buy a Power Pages license to create a test website for my learning. The site must have only one authenticated user, which will be myself. I need to create, modify, and delete records in my Dataverse database through the site, and also create Power Automate flows and trigger them from my Power Pages site. I've already purchased a Power Apps Premium license and a Power Automate Premium license. Now I want to buy a Power Pages license for a single authenticated user that won't be too expensive. Please tell me which license is suitable for my needs. Thank you.

You can create a Power Pages site for yourself with a Power Apps Premium license, but it will be limited to internal use tied to your environment. If your goal is a personal site for external/public access, you'll need to purchase a Power Pages plan (PAYG or the 100 users Authenticated Users Pack).

For learning, testing, and building a site with only yourself as the authenticated user, the most cost‑effective option is:

Use a Power Pages Developer Environment (Free)

Microsoft provides a free developer environment that includes:

Power Pages

Dataverse

Power Automate

Unlimited authenticated sign‑ins for you

Full CRUD access to Dataverse

Ability to trigger flows from Power Pages

If you still want a paid license

Power Pages licensing is not per user. It is per authenticated user per month, and the minimum purchase is 25 authenticated users.

So the smallest paid option is:

Power Pages Authenticated Users – 25‑user pack

You cannot buy just 1 user

Minimum is 25 users per month

This is why it becomes expensive for personal learning

Because of this minimum, Microsoft recommends the Developer Environment for individuals.
