As @Andrew_J said, you can use the Populate a Word template action to achieve what you want. It is a premium connector and requires that you have a premium Power Automate license, which may be why he cannot see it.

This is how the connector looks when you have a Word document configured:

The actual fields will vary of course depending on how you have configured the template, but simply put the dynamic content from MS Forms into the fields (mine is coming from SharePoint).
To attach it to your Outlook message, use the Body of the action in the Attachment content field and specify the attachment name with a docx extension.
