I am not sure how this hasn't been caught yet, but the definition of the concurrency control is not correct in the new designer. When Concurrency control is off, 'Apply to each' are executed sequentially, but under the new designer it says that leaving it off runs in parallel.
There are a ton of issues with the new designer and I recommend you don't use it, except for experimenting with flows - switch to classic (top right toggle). If you haven't submitted already, when you switch, you are sometimes offered the option to complete a quick survey why you are switching back to classic, provide the reason there.
