It is possible to use an outlook mailbox in a when a new email arrives trigger if this mailbox is hosted on Exchange?

    No that action is only for the cloud-based service:
     
    If you want to interact with Outlook on Exchange Server you could for example use (unattended) desktop flows from Power Automate.
