PAD.Console.Host.exe and PAD.Console.CommandLine.exe Documentation (Programmatically cancel all running flows on Machine)

I would like to cancel all running flows or cancel flows when another flow is started. 

I'm currently using the PAD.Console.Host.exe 'ms-powerautomate:/console/flow/run' to invoke flows

Is there documentation for that executable? Or PAD.Console.CommandLine.exe?
