ERROR "Flow run resubmissions are disabled for instant flows."

i have already changed the setting "disabled" to Enable , still having error  "Flow run resubmissions are disabled for instant flows. Please contact your tenant admin to enable support."

    Hi,  since I cannot run PowerShell as admin, I wanted to ask please, is there any other way to enable the "resubmit" function, that doesn't require PowerShell and admin rights?
