Why do my users keep getting assigned power automate free license

Hi,

We have E3 license, F3 license, E5 license, F1 license for different kinds of users.

 

But when i have seen that many users are getting assigned  Microsoft Power Automate Free  license  automatically.

 

What could be the reason ?

    I see this all the time with various tenants (mainly those with M365 Business Premium) but I cant find an answer why some users are automatically assigned a power automate free license.

    Same Question! Some of the user have been assigned Microsoft Power Automate Free licence and I don't know how it happens. Is there someone who can clear this matter?

    please do not destroy me LOL! i have no smoking gun proof - but i wanted to share perhaps someone smarter than I will take note.

    I have noticed this license at many of my O365 clients.  Before i had MFA in place, i had one client compromised. While digging deeper to figure out how "they" got in, I did notice that one of my troublesome user (always something wrong) had the license assigned.  Then back to my compromised user also had this license assigned. The breached user was high in the rank at that office.

    So i check the admin portal on on a variety of different clients i have - and sure enough, one low end user with the license and only one other user with the license assigned - the boss...  i know for a fact at this second client that the BOSS would never install/tinker or try stuff without a consult. -I started checking my other O365 clients (other businesses). and the same pattern over and over - some random user with the Microsoft Power Automate Free license installed and assigned and a second user always the boss or director!  

    I brought this up to another larger tech firm and i was discounted as a "conspiracy theorist"  -  quick resume i my experience - I've been in the game near 30 years. i've uncovered many breaches (usually after the fact) - i worked at a police station for over 10 years - and have been audited by the FEDS and third party companies to make sure i was as secure as possible.  I have  more proof that this was the way in but not smoking gun! - please be cautious with this one
