I am looking for a way to:

1) Let person 1 complete a survey/Form and then enter an email address of a person (person 2) they want their survey responses to go to.

2) Allow person 2 to see person 1's survey responses then be able to answer some additional survey questions or write text.

3) Allow person 2 to submit the responses from both person 1 and 2.

 

Can anyone suggest how to do this? Another forum user suggested that I post here.

    Assuming by Survey, you mean a form that anyone can complete (not requiring a licence). MS Forms does not support pre-population of data or opening an existing form allowing more input, so it cannot be done with these. There are products such as these that can do this.
    If you simply want to use Power Apps internally in your company with licensed users, this deep linking guide should be a good start for you.

    Yeah, agreed that MS Forms can't fulfill your requirements but you could consider the solution platforms below.
     
     

    To achieve your requirements, Power Apps or Power Pages can be excellent solutions. Here’s how you can design the flow for each:

    1. Person 1 Completes the Survey and Specifies Person 2’s Email:

    • Power Apps Canvas App:
      • Create a form in Power Apps using controls like TextInput, Dropdown, etc., for Person 1 to fill out.
      • Include a field where Person 1 can enter Person 2's email address.
      • Use Power Automate to trigger an email with a link to Person 2 after Person 1 submits their responses.
    • Power Pages:
      • If you want an external, public-facing solution, Power Pages can be used to create a web form where Person 1 submits their survey. Power Automate can handle the workflow of sending an email to Person 2.

    2. Person 2 Reviews Person 1’s Responses and Adds Additional Information:

    • Power Apps Canvas App:

      • Create a second screen or a separate form for Person 2.
      • The form will load Person 1's responses and allow Person 2 to add their own responses or additional comments.
      • Use SharePoint, Dataverse, or another data source to store Person 1’s responses so Person 2 can retrieve them based on the email link they receive.
    • Power Pages:

      • You can build a second form on the Power Pages site, pre-populated with Person 1’s answers (linked via email), and allow Person 2 to provide their responses.
    3. Person 2 Submits Both Person 1 and Person 2’s Responses:
    • Power Apps Canvas App:

      • After Person 2 adds their responses, they can submit the combined data (Person 1 and Person 2’s responses) back to a data source like SharePoint, Dataverse, or a custom database.
      • You can use a Power Automate flow to send a confirmation email to both Person 1 and Person 2.
    • Power Pages:

      • Person 2 can complete the second form on Power Pages, and upon submission, the data can be combined and stored, followed by an automated email confirmation sent via Power Automate.

    you could an approach with power apps as your front end and probably dataverse as backend where you store the survey questions and create a new record per survey instance.
    keep in mind that dataverse requirese premium license, you could start with dataverse for teams for example or even try with SharePoint lists, i wouldn't recommend it though for this specific case.

    what you can do is, insert an editform and then do some logic on this form and use deep linking to the form just like here:
