I would like to find a way to use power automate to list the user_ids in a group to filter and use in adding to other groups. Is this possible?

You could look at a custom connector which is a wrapper for an API call. Its very easy to do and is just a few clicks. This allows business users to use the API without knowing APIs. Have a look here.

Thank you @eric-cheng I have been using powershell to to form csv files and use them to populate new groups but a power automate solution will let me share the flow with other owners that aren't tech savy and don't know how to set authentication tokens. If I can create a flow which utilizes the flow runners account, then I hope to just add it on to a power app and turn it into a: "choose the group then click the button to download user list" app. I hope this makes sense!

Not sure if the Yammer connector will do what you need to do.
You can use the Yammer API to do this though. There is a "users in group" endpoint which will allow you list all members within a community here.
