Turn off comments in SharePoint library setting is not available

Turn off comments in SharePoint library setting is not available.  Why has comments been switched on?
When I open the Power Apps editing form for the SharePoint item the built in Comments are showing.  This wasn't there previously.  I don't want it switched on by default.
The screenshot below shows settings that are not available for libraries.  It works for lists only.

    As far as I know, there isn't a switch for its on/off.  
    you might want to try trun it off  (hide) via powershell.

    This is my sharepoint list.
     
     
     
    This comment feature is OOTB and you can turn on/ off accordingly.
     
    I couldn't see the option to turn on and off in sharepoint document library whereas in the sharepoint document library you can see like this.

    WHY, Microsoft, WHY? 
    As can be seen with the list experience, there is a simple way to turn this annoying and misleading "feature" off.
     
    Please, please, please, add this setting to turn comments off to Libraries Advanced settings, if you force it upon us by default.

    I've also been looking for this feature since they turned comments on by default on document libraries earlier this year. It's very confusing that you can turn it off for lists but no way at all to turn it off for libraries. And not everyone can use PowerShell so that is not an acceptable solution.
