Grouping multiple rows based on a unique column and sending one mail for each group

Hi everyone, 

 

this one might get a bit tricky. I have been looking for a solution for over a week and have been stumped.

 

I have an excel which has several rows of data from several teams. Each team has a unique code. I want a flow which can loop through the rows and send only one email for each code. the email ids can repeat across the teams. I need the mail t go to one email, but also keep other email ids in cc. also, based on the team code, I need some data from other columns to be presented as a table. 

Here is how my excel looks.

So in short, I need a way to make the flow filter out the excel rows based on the team code, and send one email to each team. If i group the excel rows based on the code and then use that excel file on power automate, can it select those groups?

 

Could someone please help me with this?
