Restrict app creation to solutions

Hi,

we want to build a development pipeline with a DEV and a PROD environment. These environments are not for personal productivity, so we want all resources to be created as part of a solution.

Is it possible to set security role privileges in a way that:

- users can create solutions and resources (apps/flows) within it,

- but users cannot create resources (apps/flows) outside of solutions?

At the current time there is no security role in Power Apps that would allow a user to create Solutions (and components in Solutions) that would not also allow them to create artifacts that aren't in Solutions. You can restrict who can make apps, flows, and connections in any environment other than the default environment. But after that you'll need to train makers to always use Solutions and then monitor the environment to discover when people don't abide by that governance policy.

Hi,

Hoping for some new news now in 2023 🙂

Is there still no feature available to restrict creation of any artefacts out of solutions? Since we open up power platform for all our organizational users to foster citizen development we cannot assure this way of governance can be consistently applied via training alone.

The security roles have not substantially changed. Nor have I seen anything on the roadmap to suggest this kind of change is on the horizon. Users can run apps that have been shared with them without being able to see the solution. But if they can see the solution then they have the ability to make new solutions.

@phb1sgp, there is a feature currently in preview that you can activate: https://learn.microsoft.com/en-us/power-apps/maker/canvas-apps/add-app-solution-default
If you activate it for an environment, canvas apps and/or flows (depending on your settings) will be created in solutions by default.
Other components can still be created outside of solutions, but it may nudge your users into the right direction.

Why would you do that? It is like providing Excel to end users and restricting them not to use any Function...
