Flow unable to create share link because external sharing is disabled

I have a flow that should take form input and create a share link to a folder, with permissions set to "anyone can access." The flow fails with the error "The operation failed because sharing has been disabled on this site"

I also see the option greyed out when attempting to create a share link for a folder in onedrive:

This, despite the following settings within various admin centers/org settings:

Org sharing settings set to anyoneOrg sharing settings set to anyone

 

sharepoint admin center shows external sharing set to anyonesharepoint admin center shows external sharing set to anyone

 

general admin center also allows external sharing for anyone, including anonymous or guest usersgeneral admin center also allows external sharing for anyone, including anonymous or guest users

 

I am on a trial version of the web-based plan for Office 365 for business.

 

Am I missing something? It feels like every conceivable setting for external sharing is set correctly, but functionality is still blocked in both the onedrive UI and within power automate flows.

    Hey,

     

    every SiteCollection / Team has unique External sharing Policy.

    Maybe it's set to People from your Org only or something like that...

     

    It's in the SharePoint Admin Center when you select a SiteCollection.
