Per the information provided on the Microsoft Flow Pricing page "number of flow runs is aggregated across all users in the company" and "Maximum number of runs per month (per user) is 2000"

So if a company has 100 employees with Office 365 and say only 1 user uses Flow, then is that 1 user technically eligible to run 100 * 2000 flow runs per month?
